DELEGATE INFORMATION:

Parliamentary Procedures 

 

1. Roll-Call Vote is a voting procedure done by roll-call when the chair takes attendance by alphabetical order and the delegates answer by saying, “present and voting”.

 

 

2. Set agenda is used to establish which topic will be first discussed. The committee must vote in order to start with whichever topic.

 

 

3. Open Speaker’s List is used to open the speakers’ list on a specific topic. The Chair must approve the motion. Speakers are added to the speakers’ list by an order determined by the Chair.

 

 

4. Setting Limit on Speakers’ Time the motion is used to set or change the speakers’ time limit.

 

 

5. Point of information is used to ask a question to the speaker on the floor through the chair. The motion is made through the chair and may be overruled if the chair finds it irrelevant or inappropriate. It is not debated and there is no vote.

 

 

6. Point of Commentary is used to comment about the speaker’s paper. He/she can’t answer the comment.

 

 

7. Point of Personal Privilege is used to make a diplomatic complaint about noise level, room temperature (anything related to the rights and comforts of the members of the committee).

 

 

8. Moderating Debate is used to break from the speakers list and let the delegates speak to each other while moderated by the chair; must have the majority of the committee in favor to proceed.

 

 

9. Unmoderated Debate to temporarily suspend formal debate, giving the delegates the freedom to speak to each other about what was earlier discussed; commonly used to formulate draft resolutions; must have the majority of the committee in favor to proceed.

 

 

10. Adjourn the Session is used to end the session or debate temporarily; must have the majority of the committee in favor to proceed.

 

 

11. Close the Session used to end the session or debate permanently; must have the majority of the committee in favor to proceed.
